How much does it cost to build a cruise ship? (2026)

With modern-day cruise ships serving as fully-functional floating cities, it should come as no surprise that the most expensive cost millions (if not billions) to build. 

The largest cruise ships have up to 20 decks and are over 1,000 feet long. Still, the size isn't the only factor contributing to the cost. 

While yes, the world's largest cruise ships are the most expensive to build, even the smallest ships afloat come with hefty price tags.

For example, Carnival's Fantasy Class ships, which were built in the late 1990s, each cost $300 million! When accounting for inflation, these tiny cruise ships would cost about $630 million today, according to the U.S. Inflation Calculator

Things like onboard amenities and technology heavily influence the cost of a cruise ship, not to mention the years of research, design, and planning that go into new ship classes. Project Icon, for instance, was first introduced in 2016. However, the first Icon Class ship did not hit the high seas until 2024. Similarly, Carnival's new Project Ace class was announced in April 2025, but the first ship isn't expected to enter service until at least 2029. 

While there are a lot of driving factors that determine the final price tag of a cruise ship, building a vessel isn't a cheap endeavor and is a huge financial investment for any cruise line, whether they focus on mega-ships like Royal Caribbean or smaller, Yacht-like vessels like Seabourn. 

How much does it cost to build a cruise ship?

Generally speaking, the cost of a cruise ship varies significantly depending on several key factors, including size and capacity, onboard amenities and features, technology (including navigation systems, LNG engines, and more), interior design, and shipyard costs. 

For example, mega-ships that accommodate upwards of 6,000 or 7,000 passengers require more staterooms, crew facilities, restaurants, pools, and more. In turn, this drives up construction costs since more materials and construction crew members are needed. 

That said, most modern-day cruise ships cost anywhere from $500 million to over $1 billion USD to build. However, the world's largest (i.e., Icon Class ships) exceed a whopping $2 billion USD. Smaller vessels will err on the smaller end, with vessels like the upcoming Four Seasons I Yacht costing around $440 million USD. 

The most expensive cruise ships in the world aren't necessarily the newest

#1: Icon of the Seas (~ $2 billion USD)

Costing approximately $2 billion USD, Icon of the Seas is not only the world's most expensive cruise ship, but also one of the world's largest. Icon entered service in January 2024 for Royal Caribbean. 

Building a new ship class is always expensive. Unlike upgrading existing designs, a brand-new class requires extensive research, engineering, and testing.

On Icon of the Seas, guests will find a lot of unique amenities, ranging from the record-breaking Category 6 Waterpark to the largest ice rink at sea, an adults-only infinity pool, a swim-up bar, an enclosed AquaTheater, and more.

#2: Star of the Seas (~ $2 billion USD)

Like Icon of the Seas, Star of the Seas cost around $2 billion USD to build. She's relatively similar to the Icon Class namesake ship, although there are a few minor differences. 

For example, there's an extra hot tub on the pool deck. Additionally, the supper club is themed after Chicago, rather than New York City. 

There are also new shows on Star of the Seas, such as Back to the Future: The Musical and Torque in the AquaTheater.

#3: Allure of the Seas (~ $1.43 billion USD)

Allure of the Seas is Royal Caribbean's second-ever Oasis Class ship and cost over $1.4 billion to build. 

Today, she remains one of the largest and most innovative cruise ships in the world, thanks to recently receiving over $100 million in upgrades through the Royal Amplification program

Onboard, guests will find seven distinct neighborhoods, a zip line, AquaTheatr, Ultimate Abyss dry slide, and more. 

#4: Utopia of the Seas (~ $1.35 billion USD)

Utopia of the Seas is Royal Caribbean's newest Oasis Class ship. Although the bones are similar to her predecessors, she was the first Royal Caribbean ship purposely built for short party cruises. 

As such, you'll only find 3- and 4-night getaways on Utopia of the Seas from Port Canaveral, Florida. 

Utopia launched in July 2024 and cost the company about $1.35 billion. 

#5-7: TIE between Wonder of the Seas, Symphony of the Seas, and Harmony of the Seas (~ $1.35 billion USD)

At ~ $1.35 billion, Wonder of the Seas, Symphony of the Seas, and Harmony of the Seas tie as the 5th most expensive cruise ships ever built. 

Generally speaking, the ships are pretty similar. All three have the Perfect Storm water slides and the Ultimate Abyss dry slide.

However, as Harmony is the oldest, she is lacking in a few areas. She is scheduled to undergo a Royal Amplification in 2026 to bring her up to speed with her newer sisters.  

#8: Oasis of the Seas (~ $1.3 billion USD)

Oasis of the Seas was the first Oasis Class ship to launch and truly redefined what guests could expect for a cruise vacation.

She was the first-ever cruise ship with groundbreaking features like a lush Central Park with over 12,000 real plants, an outdoor AquaTheater, and interior-facing balcony cabins. 

At the time, she was one of the most expensive cruise ships ever built, coming in at roughly $1.3 billion USD. 

#9: MSC World Europa (~ $1.25 billion USD)

Royal Caribbean has the 8 largest cruise ships in the world. As such, it's no surprise that they also have the most expensive cruise ships ever built. 

However, other cruise lines are also investing heavily in innovation — like MSC Cruises. MSC World Europa entered service in 2022 and is easily one of the most innovative and architecturally stunning ships at sea. 

She wasn't cheap, either. It cost MSC Cruises around $1.25 billion to construct the first-ever World Class vessel. 

#10: MSC World America (~ $1.25 billion USD)

Three years later, MSC Cruises brought its first-ever new-build specifically for the North American market to Miami, Florida. 

MSC World America has all the stuff cruisers loved about MSC World Europa (like the indoor bumper cars, water slides, and The Venom Drop dry slide) but with an American twist. 

The $1.25 billion cruise ship has an over-the-water swing, English pub, sports bar, and more.

#11: Norwegian Epic (~ $1.2 billion USD)

Interestingly, Norwegian Cruise Line's most expensive ship isn't its newest — or biggest. In fact, it's one of Norwegian's most heavily criticized vessels: Norwegian Epic. 

Launched in 2010 with a price tag of over $1.2 billion, Norwegian Epic was an ambitious ship for the fleet. 

Its boxy design and weird cabin bathroom confused many guests. However, the ship also introduced several innovative features, including studio cabins for solo travelers.
